When calling a cell phone in Mexico from the US or other countries, add a 1 before the area code and phone number.

The 044 is only needed when calling from a local land phone.

044 when calling a cell phone from a Mexican land line in the same area code. 045 when calling a cell with a different area code - as the poster above says, only when calling in Mexico from a land line.
