Estimado Sr. Gobernador:
Por este conducto, los abajo firmantes, nos permitimos externarle nuestra más sincera felicitación por su triunfo electoral el pasado 5 de julio. Triunfo que abre importantes expectativas para el desarrollo económico del estado de Sonora, con base en el aprovechamiento sustentable de los recursos naturales en beneficio de los habitantes que usted gobernará en los próximos 6 años.
Sonora, junto con Sinaloa, Nayarit, Baja California Sur y Baja California comparten una de las más grandes maravillas naturales del planeta: el Golfo de California. El ilustre naturalista Francés, Jacques Cousteau, lo denominó el acuario del mundo. Por lo que todos somos corresponsables en el aprovechamiento y preservación de esta riqueza para las generaciones futuras.
Uno de los principios de la administración del Presidente de la República, Felipe Calderón Hinojosa, ha sido la de un respeto irrestricto al marco jurídico de México. Principio en el que coincidimos ampliamente para superar la fuerte crisis en que se encuentra nuestro país.
En este marco, es por lo que le solicitamos de Usted, su intervención ante las autoridades federales, la SAGARPA y la CONAPESCA, para requerir el cumplimiento de la Ley General de Pesca y acuacultura Sustentables (LGEPAS), específicamente, en su artículo 68, que establece lo siguiente:
ARTÍCULO 68.- Las especies denominadas marlin, pez vela, pez espada, sábalo o chiro, pez gallo y dorado, en todas sus variedades biológicas, quedan destinadas de manera exclusiva para la pesca deportivo-recreativa, dentro de una franja de cincuenta millas náuticas, contadas a partir de la línea de base desde la cual se mide el mar territorial.
No podrán realizarse actividades de pesca distintas a las de investigación, sobre las especies destinadas a la pesca deportivo-recreativa en las áreas de reproducción que establezca la Secretaría mediante disposiciones reglamentarias.
La ley es clara, sin embargo, en las costas de Sonora, y principalmente en Guaymas, se realiza una fuerte pesca ilegal de miles de toneladas de dorado, las que son exportadas, especialmente, a los Estados Unidos de Norteamérica. Lo paradójico es que este mercado negro, se efectúa bajo la complacencia de las autoridades federales, quienes son las responsables en el cumplimiento de la ley, en beneficio de unas cuantas familias. Por otra parte, en la pesca con palangres de dorado, miles de tortugas son capturadas y sacrificadas en el mercado negro de Sonora, a pesar de ser especies en peligro de extinción, y estar protegidas por las leyes mexicanas.
Los estudios recientes sobre la abundancia poblacional del dorado muestran una fuerte disminución sostenida en los últimos años. Esta declinación ha empezado afectar a la pesca deportiva y con ello a la actividad turística en el estado. Como lo demuestran los estudios socioeconómicos, los ingresos económicos y generación de empleos de la pesca deportiva es mucho mayor que la pesca comercial. Por lo que de no tomarse las medidas preventivas a tiempo, el estado de Sonora sufrirá en el corto tiempo desempleo y una disminución de sus ingresos económicos.
Anexo a la presente, nos permitimos remitirle un video que documenta la actividad ilegal de la pesca comercial en Guaymas. Así como los estudios relacionados con el flujo económico que genera la pesca deportiva en el estado.
Las pesquerías mal manejadas, siempre terminan en desastres ambientales, económicos y sociales, y los costos de estos errores administrativos, son absorbidos con el erario de los tres niveles de gobierno. Un buen ejemplo de lo anterior, es Guaymas, que con el colapso de la pesquería de camarón, toda la actividad pesquera quedó paralizada: embarcaciones, plantas procesadoras y astilleros, produciendo miles de desempleados. La caída de la producción pesquera ha afectado también a Bahía de Kino y Puerto Peñasco. Estos sitios, han buscado una nueva alternativa en el turismo y sus actividades relacionadas, entre ellas la pesca deportiva.
Por lo anterior expuesto, nos permitimos reiterarle nuestra petición de su intervención ante la SAGARPA y la CONAPESCA, para que cumplan y hagan cumplir con lo establecido en el artículo 68 de la LGEPAS, y de esta manera preservar los empleos y la generación de riqueza en beneficio del estado. Por la importancia de la pesca deportiva para el estado, la pasada legislatura del H. Congreso del Estado, aprobó una iniciativa para proteger al dorado de la sobreexplotación pesquera comercial.
Sr. Gobernador, no dudamos que una de las prioridades de su gobierno será el aprovechamiento sustentable de los recursos naturales, por lo que le manifestamos nuestro interés en coadyuvar con su gobierno para lograr el máximo beneficio para los sonorenses y el resto de los habitantes del Golfo de California.

For this channel, the undersigned, allow us to extend our sincere congratulations on his election victory last July 5. Triumph opens important that expectations for economic development in the state of Sonora, based on the sustainable use of natural resources for the benefit of the people you govern in the next 6 years.
Sonora, along with Sinaloa, Nayarit, Baja California Sur and Baja California share one of the greatest natural wonders of the world: the Gulf of California. The illustrious French naturalist Jacques Cousteau called it the world's aquarium. As we are all jointly on the development and preservation of this wealth for future generations.
One of the principles of the Administration of President of the Republic, Felipe Calderón Hinojosa, has been one of absolute respect to the legal framework of Mexico. Principle on which we agree fully to overcome the serious crisis that our country is.
In this context, is why we ask of you, his statement to federal authorities, SAGARPA and CONAPESCA, to require compliance with the General Law on Sustainable Fisheries and Aquaculture (LGEPAS), specifically, Article 68, which states:
ARTICLE 68 .- The species known as marlin, sailfish, swordfish, king mackerel or chiro, rooster fish and dorado, in all its biological varieties, are designed exclusively for sports and recreational fishing within a band of fifty nautical miles , counted from the baseline from which the territorial sea is measured.
No fishing activities can be undertaken other than research on the species for sports and recreational fishing in breeding areas established by the Secretary by regulation.
The law is clear, however, on the coast of Sonora, principally in Guaymas, it makes a strong illegal fishing of thousands of tons of Dorado, which are exported, especially to the United States. The paradox is that this black market is effected under the complacency of the federal authorities who are responsible in law enforcement for the benefit of a few families. Moreover, in longline fisheries for Dorado, thousands of turtles are caught and slaughtered on the black market of Sonora, despite being endangered species, and protected by Mexican laws.
Recent studies on population abundance of Dorado show a strong steady decline in recent years. This decline has begun to affect recreational fishing and thus to tourism in the state. As shown by the socio-economic studies, income and employment generation of sport fishing is much higher than commercial fishing. As failure to take preventive measures in time, the state of Sonora in the short time suffer unemployment and a decline in income.
Annex to this letter, we would send a video documenting the illegal activity of commercial fishing in Guaymas. Just as studies related to the economic flow generated by sport fishing in the state.
Poorly managed fisheries, always end in disaster environmental, economic and social costs of these clerical errors, are absorbed by the treasury of the three levels of government. A good example of this is Guaymas, that with the collapse of the shrimp fishery, all froze fishing: boats, processing plants and shipyards, producing thousands of unemployed. The drop in fisheries production has also affected Bahia Kino and Puerto Penasco. These sites have sought a new alternative in tourism and related activities, including sport fishing.
For the foregoing reasons, we would reiterate our request for his address to the SAGARPA and the CONAPESCA, to comply with and enforce the provisions of Article 68 of the LGEPAS, and thereby preserving jobs and generating wealth benefit the state. Because of the importance of sport fishing for the state, the last term of H. State Congress, passed a bill to protect the golden commercial overfishing.
Mr. Governor, no doubt that a priority of his government will be the sustainable utilization of natural resources, so we express our concern to contribute to his government to achieve the maximum benefit to Sonora and the rest of the inhabitants of Gulf of California.

Heidi will print a copy of the letter and leave it at the office of the Marina San Carlos. I would urge everyone in the marina to stop by and sign it. I have already emailed a copy to Minerva in Cabo, Pam from the Baja Big fish company in Loreto, and Pedro Sors in Tampico.
