Its for use on a 12' inflatable and will be keeped in our storage locker when not in use. I would suppose that a San Carlos bussiness would be more interested in servicing the motor if they had made the sale.

Based on my experience, I would not put a lot of weight into increased service from buying a motor or parts in San Carlos.   I would base your decision on price and getting the motor you want.   Also, I would not assume import fees at the border:  15hp is pretty small and could fit into a duffle bag in your trunk.
