We will be in San Carlos in a week or so, trailering our boat and clearing in at KM21. Plan on sailing over to Santa Rosalia then south a bit. Do we need any special permit from KM21 or just check in at Santa Rosalia?

Get the temporary import permit for the boat online or at 21km-cost is $50 and good for 10 years and multiple trips.  You will need ownership docs on the boat and trailer and copies of same.  Will also need liability insurance at least on the boat.  TIP can be obtained online-see this thread for more info.

Isabel at Marina Real is sending folks who need a TIP to keep their boats there to  the Bank down on the waterfront in Guaymas.  It is close the Customs or Immigration but I can't remember which.  Some people are reporting an easy process and others are reporting just the opposite.  I'm sure someone will have better information that I have provided.

Does anyone know if Santa Rosalia is honoring the new check-in by radio option?

In the past, SR check in has been a pain in the burro, with the resulting fees. For this reason, most just avoided SR unless they absolutely had to have services there.

You do not need to check in at Santa Rosalia. If you are getting a marina slip you simply fill out what ever the marina asks you to fill out and you are done. If you just anchor out I don't think you will need to do anything, I have been there several times in the last few years and not checked in other than the marina asking for a tiny bit of info that they then forward to the port captain.
