I've heard that a new marina is being developed at Loreto.  Does anyone know its status, and whether it will be accomodating transient boats this spring?  If available, it sounds like an excellent way to be able to visit there without having to anchor out on exposed water. or catching a ride from Escondido.

I think you might be talking about the recent improvements to the Puerto Escondido area. They have moorings and docks but no slips that I have heard of. You can also refuel on the water.

Some of the mooring are/were in poor shape as they did not use chain and several boats broke off during some recent storms. But they are replacing them all with chain.

Havent heard anything about a marina in Loreto proper. They did pour a new launchramp in the breakwater at Loreto.

There is a spanish development company that announced about 6 months ago that they are spending $6 billion (yes billion) to develop Loreto.  From what I read they are building an entire town, houses, condos, shopping malls, marinas, etc.  Right after that the Mexican govt announced they are building 2 new airports somewhere in Baja, I guess Loreto will be one of them.  I haven't read that they started anything yet and its a long term plan, but changes are a coming there!
