Go to the diving forum on this bulletin board and post your question there.  You are more likely to get a better and clearer answer.

If you don't get an answer there, post your question on the Baja Nomads board.  I see people discussing spear fishing pretty often there.  I don't think it would be considered a weapon, but I'm not an expert on the subject.

As far as I know they are not consisered firearms. However, you are not allowed to use ( and maybe bring across the border) anything that is not band or hand powered. No c02

This is probably of no use to you now, but to answer your question, there is no problem bringing spear guns into Mexico.

You just need a regular Mex fishing license to use them and they must be band powered, as mentioned in another reply.

There's some great diving and spearfishing on the way down to La Paz from SC, I've made the trip on occasion. Spearing must be done with out the aid of SCUBA or surface supplied ai, only free diving.

Hope you had a great trip, perhaps this info will help on future ones.

Regards
