Ashley, I would look for places you can get close to by car that have some "structure" meaning rocks or a reef of some kind.  The Marina Terra Beach Club is located in the cove that used to be Shangri La.  That cove and the point to east offer decent snorkeling.  The island off Lalo cove is good.  That area is past the trailer park Mirador and off to the left.  Some of the local dive sites have maps that might be helpful.  Here is a map of dive sites.  Some of these would be close enough to rent a kayak.

There are two other places you can try for snorkeling from shore. One is Esmeralda Cove, not shown on the Desert Divers map but shown on Gary's Dive Shop map. It's at the bottom of a steep hill in a new subdivision called Costa Bella near the overlook past Lalo cove. There are open gates but you can drive in with no problem. You can park on the street and walk to the shore where steps take you down to the water with very easy in and out but with structure which adds to your enjoyment. My wife even does shore scuba dives there.

Another easy beach access for snorkeling is from the Hotel San Carlos beach off to the left. There are rocks and lots of fish in fairly clear water on most days. Not sure about fees, but if they don't charge anything at the gate it should be free and they have a nice outside bar too. Watch for jellyfish at this time of year. Good luck!
