We have a 24 foot boat we would like to take to San Pedro diving.  We recently learned a permit is required to visit the island on a private boat.  Is this true and if so where and for how much can the permit be acquired.   We will be there in two weeks and looking forward to the trip minus the jellies.

At this moment I would say that it is not true. It is required to get a permit if you wish to walk on the island. There are studies being done right now to decide how many boats will be allowed to anchor at the island at any given time though. It may very well be in the future that you will need a permit to dive there but at the moment you are good to go.

As we have been going to San Pedro for many years has there been any future talks about installing permanent moorings for boats to tie up to while diving.  This would protect the sea bottom and make for safer diving.  Any thoughts on this topic would be greatly appreciated as well.

Unlikely any permanent mooring would be installed since the strong southerly winds and hurricanes would simply rip them out thus making them impermanent. Use a properly rigged rock anchor and you will do very little damage the rocky soft coral gorogonian reefs that we have here the mid region of the gulf.
