Michael,
I have never used downriggers, so I am not sure how they compare to trolling wire. I use 50# and 60# wire with 150-300 feet out when I troll. Using the large CD18 Rapalas, I have hit the rocks as deep as 40 feet when I trolled over them. The best trolling method for me has been to troll over these shallow reefs that are 25-60 feet deep, with much deeper (80-200 foot) water around them. You will find this kind of structure at San Antonio Point, around the tip of Deer Island and the boiler rock near it, and at the south end of Isla San Pedro. I have seen other boats catch yellowtail trolling in 200+ foot water at the north end of the island. You'll see the fish on the depthfinder, usually just off the sides of the structure. Try Rapalas in CD14 or 18, or any of the other deep diving lures in 6-9 inch lengths. Green color combos with black, orange, gold, and yellow on them seem to produce best for me - fire-tiger pattern is always good. You can also ask around the dock for live mullets for sale - slow trolled at the same depths, they are deadly. Good luck!
(don't forget to have the "iron" ready to jig with and throw at boils!)

I carry a spinning rod with a Crocodile Spoon all rigged and ready to cast at boils or schools of surface feeding Yellowtails. The Crocodile casts like a bullet and is very effective in Blue/Chrome and Green/Chrome. Late last winter, I got my biggest Yellowtail ever, by casting a Crocodile into a school of boiling Yellowtail. El Gringo
