Depends:  Are you going to use the boat in both countries?  Then yes.
Are you going to leave the boat in Mexico more or less permanently-then no.

I'll caveat the last statement that IF your current US coverage will provide any protection while in Mexico, then you might want to keep it-check with your agent or carrier to see if this applies.  In most cases it won't but ask before you cancel it.

During transport to SC you will want to insure you add the boat and trailer to your auto coverage for the transit down.  Most policies will not cover the boat while in transit and the towed unit insurance is pretty cheap-I know of more boats damaged in transit then in the water or storage in SC.

I was in the same situation with my boat stored in Kino, and did the TIP online, and mailed in the signed "promise" page. They did not need to see the boat and I didn't even stop at KM 21 since I already had a visa. If I return the boat to the US in anticipation of selling, I will stop there and turn in the permit and hologram.

Boy, I don't know what the problem could be unless you typed in a credit card number wrong. I did it last February I think and had the TIP and hologram in 24 hours. I just had to sign the "promise" and check over the description and mail it back (you could save the FedEx fee and just drop those papers off at the Banjercito at KM 21)
I know it was a long form with lots of details.
Good Luck

Yes I had this problem also. I can't remember right at this minute what the issue was. Just go through it over again, make sure your credit card info is correct.  But don't give up! I got my permit in 3 days!

Now Bart, do I need to register with game and fish since I'm not going to us my boat in us?

I'd highly recommend registering your boat with AZ Game and Fish. It's not that expensive, like $39 a year for my 29 footer. Register it with them *before* you take it to Mexico, if it's not there already. Depending on your circumstances and what documentation you have for the boat, it's likely you may have to physically take the boat to the Game and Fish office up on Greenway Road in Phoenix (or wherever it is in Tucson) so that they can verify the hull number. They do a pencil impression of the hull number and a NCIC computer check to verify that boat has never been reported stolen before they will register it.

Seems like a lot of hassle, but it's worth it. Why? It removes any doubts about ownership and establishes a clear, legal paper trail that you are in fact the owner of the boat. Boats don't have titles like cars do. Your registration serves as the title. If you ever want to sell the boat in the future, this will provide the means for you to legitimately do so. Same goes for the trailer, make sure it's registered in your name with DMV.

I found out a lot of this the hard way. I bought my ProKat from an American that was living in Mexico. He had bought the boat new in Texas and taken it directly to Puerto Penasco. It had never been registered in the U.S. Since I tow my boat back and forth and to various places, I wanted to make sure it was legal wherever I want to fish with it. So, I went through a lot of hassle to get both the boat registered with Game and Fish, then the trailer registered with DMV. The whole process was a bigger pain in the ass than it needed to be simply because the boat had never been registered anywhere! Had the 1st owner properly registered it, the sale would have been a breeze.

I'd also point out that to get your TIP, it's much easier with a registered boat.

My two cents. Okay, cent and 1/2.  ;)

While I do not disagree with Stuart and his solution will certainly work, I believe that if you are going to leave the boat in Mexico, more or less permanently, you are better off to document the vessel with the US Coast Guard vice AZ and make her a US documented vessel.  Think it affords a bit more protection than state registration and oh, yeah, annual renewal is free.

See http://www.uscg.mil/hq/cg5/nvdc/ for more info.

I too had problems when applying online with my Mac at home.  The site let me enter all my information, but did not advance to the credit card payment page.  I tried it at the office on my PC yesterday morning, and no problem, just took a few minutes.

I'm hoping my package will arrive as quickly as the others that have posted here...I'll post any "issues" that arise if/when they come up.

Okay, received my TIP!  Couple last questionst that I thought I'd post for the benefit of others (the instructions, that appear quite detailed, are in Spanish which is tough for me!):

1.) It appears I'm supposed to affix the sticker to the inside or my car window, but since it is for a boat, do I need to affix it on my boat's windscreen?  What about those that don't have a windshield on their boat, can they just "carry" the document/sticker with them or keep onboard?

2.) There are three other documents included.  Two copies that are a list of accessories that appear to need signatures, and on the back of the Spanish "instructions" a promise to return that appears to need signatures.  What needs to be done with these...do you have to stop at KM 21 with all this stuff or can they be completed and FedEx'd without any issues?

Thanks again!

I FedExed them back to the sender, which was expensive. I don't know if they could just be mailed, or you can turn them in to the Banjercito at KM21. I just carried the hologram decal, because I did not expect to ever have to show it. I'm returning my boat a few weeks ti trade in, so I'll be dropping it off at KM 21. I hope it is not a problem that I did not attach it. It seems like a waste just to scrape it off again.

Just got mine also, via internet. Very fast. I plan to put the decal in a compartment in the boat and get my paperwork signed at KM21 as I have to stop there anyway.

Just came through today and at KM21 they didn't do anything with the TIP
Although I will update this tomorrow and see what the Marina has us do.
I haven't even put the sticker on, I just asked them what  to do and they just flagged us through.
