This is an eamail I have received from Guillermo just now.
For your information Vince through Luis Fueyo we will present marine conservation proposals on the 28, 29 and 30 th. of April in La Paz. See attachment encolosed.
The San Carlos-Guaymas-Arizona Community will play a very important role. We will need as many as possible to endorse our conservation requests. A huge ammount of funds has already been allocated to help us. I have some friends that also graduated from the School of Marine Sciences in Guaymas (Miramar) that represent some important conservation funds. Among them Hans Herrmann Senior Program Manager, Biodiversity at CEC ( http://www.cec.org/home/index.cfm?varlan=english ) or Lorenzo Rosenzweig from FMCN ( http://www.fmcn.org/ ).
On attachment please check the latest amout that it is going to be devoted to conservation private programs. Seven million dollars that we migh be able to convert into over 30 million.
This year if we are united we will be able to make for a change in the Sea of Cortes. My inspiration is Julio's memory whom I worked with for so many years. I will give you details on where we will be staying at El Cid. Guillermo

PQ, start talking to the people who you know that are the most committed to helping. I have done this kind of organizing in the past and found that a lot of people say that they want to be involved but when the time comes to start spending time on the effort the people often disappear. That was my experience when I was trying to organize the diving community here anyway several years ago. I have a feeling the fisherman here are a little more serious about conservation. I hope so anyway!!!!

Vince-can you elaborate on how those interested can get involved, or endorse the proposal? Not clear to me from looking at the links-what does the attachment say?

Guillermo has two major points he wants to speak about here. One is how we in Sonora go about applying to the Federal Government to return the money that is being sold from fishing permits. This has been happening now in Baja Sur. Decentralization has arrived there and the Feds will give a certain amount of money back to the state. Now the problem they had in Baja is that some commercial fishing co-op's actually requested and recieved funding from this process. From what I understand now from out conversations over the phone Guillermo has now formed a committe of trustees who will be able to oversee how the money is put back into the management of fisheries and not used for unsustainable management.
Point number two is that Roman Coral, a senator from Sonora has put together the most hideous of fishery management programs that Guillermo has seen in his life time. From what he told me it is far worse than the shark norma 029 proposal. This is what the meeting at the end of the month in La Paz is about. Luis Fueyo see attached article, http://www.mexfish.com/scar/scar/af020211/af020211.htm who is no longer the head of Profepa but a full time lobbyist for conservation of marine resources will put forth a more sustainalbe plan for the SOC. What Guillermo is now doing is putting a tremendous effort into making sure that the Coral plan dies.
Apparently the government will spend so much time reviewing these plans and then decide. Obviously we in Sonora must support the sustainable plan. We must form a strong lobby and make our voice heard. If not I fear you will see a lot more long liners here in the future. Roman Coral is one of the Senators who supports the opening of dorado to commerical long line fishing. I do not know if that is on his planned proposal to the government but I do know that he does support a commercial dorado fishery here in the SOC and we all know what that means. Conapesca can't even police the illegal long line fishery that already exists here, can you imagine what would happen if they legalized it.
Any way I don't want to speak for Guillermo but that in a nutshell is what is going on. Guillermo is far more articulate than myself and far more informed so when he comes here we will all better understand what he will ask of us as.
