It's not really an FCC license. I think the info for an MMSI goes to the Coast Guard and it's free through Boat US, even if you are not a member as I understand it.

I have had a DSC alert received twice on my boat in the US. Scares the hell out of you as my Standard radio starts emitting loud tones and the red cover over the DSC button is flashing and the LCD face is flashing, too. Goes on for about a minute. I guess it must just automatically monitor 70 or maybe it's something activated in a menu.

I checked with Boat US and it specifically says US waters only if you want your MMSI registered and if outside the US then you need an FCC license to have your MMSI in the international database. Yes, it automatically monitors 70.  if your radio is connected to a gps then the LCD will give the co ords. of the source of the distress call.
