NOM-029

Also known as the “Shark Norma,” is a regulation being proposed by CONAPESCA, Mexico’s department of fisheries, under the guise of protecting sharks and rays.

IT WILL GO INTO EFFECT IF THERE IS NOT MASSIVE OPPOSITION.

A group known as Asociación de Pesca Deportiva (Sport fishing assoc.) has endorsed this regulation.  Their support, which DOES NOT REPRESENT THE SPORT FISHING INDUSTRY is being cited by CONAPESCA and Commercial interests as proof that the sport fishing  industry and interests are in agreement.

This proposed REGULATION will permit boats with shark permits to fish commercially within 15-20 miles of the shore in the Sea of Cortez and on the Pacific Coast.  There is no regulation of “By Catch,” no means of  inspection, no restrictions on keeping and selling “By Catch.”  Whatever they catch, they keep and sell.

The DEMANDS by those OPPOSED ARE NOT NEGOTIABLE.  THEY INCLUDE:

1.             All sport fish and billfish conservation zones, including the 50 mile “Veda”, non commercial billfish zone, be respected.

2.             There can be no INCIDENTAL  or BY CATCH  allowance,

3.             SPORT FISH SPECIES, as set aside by Ley de Pesca be respected and not commercialized.

4.             REGIONALIZATION OF PERMITS, so that Sinaloa or Sonora boats cannot fish BAJA waters.

5.             The Armada de Mexico be in charge of enforcement.

6.             SOLID STOCK ASSESSMENT and fishing data be compiled in a comprehensive environmental and impact study.

There is huge OPPOSITION to this REGULATION including but not limited to:

Sindicato De Propietarios De Embarcaciones De Pesca Deportiva De Los Cabos AC.

Asociación Mexicana de Marinas Turísticas AC.

Asociación Sudcaliforniana De Desarrolladores De Tiempo Compartido AC.

Asociación De Hoteles De Los Cabos AC.

Asociacion de Propietarios de Embarcaciones, Paseos y Deportes Acuaticos de B.C.S., A.C.

Pisces, Minerva’s, Solmar, Mucho Locos, Gaviotas, Picante, Los Pochos, Ursulas Fleets

Unión De Permisionarios De Carnada Viva De Cabo San Lucas

Camara Nacional De La industria De La Transformación De Los Cabos

Camara Nacional De Comercio De Los Cabos

Camara Nacional Restaurantera De Los Cabos

Union De Pescadores Rivereños De Los Cabos

                Marina Fundadores

                Sea Watch

                The Billfish Foundation (TBF)

                IGFA

IF YOU AGREE THAT ALLOWING LONG LINES INTO THE 50 MILE RESTRICTED ZONE WITHOUT REGULATION OF BY CATCH IS A TERRIBLE IDEA AND WILL HAVE POTENTIALLY DISASTEROUS IMPACTS FOR THE SPORT FISH SPECIES AND OTHER MARINE SPECIES, YOUR VOICE IS NEEDED:

1.  Visit THE BILLFISH FOUNDATION website http://www.billfish.org  or the SeaWatch page http://www.seawatch.org  for information and links to voice opposition.

                2.  Send e-mails to the individuals listed in the above links.

                3.  Complete the surveys available by link or on the website.   The data is essential.

                4.  As always, send money

The map shows the impact this Norma has on the Sea of Cortez.

It is very easy to go to Seawatch, click the NOM029 link on the right, add your name to the sample letter, and click "send to all". Everyone who reads this should do it!
