The rules state

If you bring your own boat to fish with, you will need both a permit for the boat itself and individual fishing licenses.

Boat Permit Fees (USD)

Under 23'
$32.55

23'0" to 29'11"
$65.10

That is an annual permit

I asked the same question a while back and received lots of help from this board.  I was planning to bring a yak to SC but I found a rental fishing yak, so I will be renting for October.  Someone suggested http://www.vagabundos.com as a source for fishing and boat licenses and insurance.  I got my fishing license and auto insurance through vagabundos.  They charge a small fee for the licenses, but do it via mail or fax so it is convenient.  They had the best auto insurance prices I could find.  Won't know if the insurance is any good, of course, unless I have a wreck!
