Serfs, of course, were the lowest caste of mankind in the middle ages. Abused and debased by the ruling monarchy, only a few survived. This hearty breed has found a home in the Sea of Cortez and has managed to establish a self sustaining Serf Fish population in the Southern areas of the SOC. During the summer months, a small population travels north to feed and breed, mostly in mud huts constructed in areas where no other fish would have interest.
They are, in fact, an elusive fish.
Few anglers target the Serf Fish as they are difficult to find, and are, well, poor table fare. They tend to the skinny side and offer little resistance once hooked.
Many marine biologists discourage serf fishing due to their limited numbers.
However, anectodal reports indicate that they will readily take a stale bread crust imitation if presented properly. Others swear by plastic imitation moldy potato skins trolled at an annoying slow speed, but, hey, I'm no expert.
Good luck Serf Fishing!

BOOOO, fishking!
Seriously though, you can expect plenty of smallish bass, triggers, an occasional small grouper, maybe barracuda and sierra. Kind of depends where you go.
If you get over rocks, away from the obvious close-in areas (which are hit pretty regularly), you'll do fine. I would use a freshwater bass rod on the lighter side, with 10 lb test. that'll probably handle most of what you can reach. You can either chuck bait, or rapala type diving lures are always good.
I don't think you got a response to this because at this point, the fishing is so good on topwater that few people are on shore. Good luck!
