The Banjercito office in Naco, Sonora is closed. I visited Naco this morning and was told by one of the customs inspectors that it may re-open in the future but it will not be soon.
There is an office now in Cananea where car permits may be obtained for those who wish to travel the Route of the Rio Sonora or who plan to travel beyond the state of Sonora further into Mexico. I'm told the office is at the first traffic light entering Cananea from the east. Look for an Oxxo store and Pemex station.
I do not know if Only Sonora permits are available in Cananea but will try and get an answer to that question. If anyone in the area can provide that, please post or email me.
Important to note that if you are leaving Mexico via Naco and need to turn in your car permit because it will expire before you plan to return, you will need to turn it in at Cananea, or depart through Nogales or Agua Prieta. There is no turn in point for car permits in Naco.
Tourist cards (FMT) are available in Naco at the immigration office which is immediately on the left as you cross the border. There is a small bank office next door where you can pay for your tourist card. Remember that there are no longer any free 7 day tourist cards. All are good for 180 days and cost 230 pesos.

So let me get this straight. Instead of whizzing by the border stop in Nogales where it says to Alto and buy a visa, we are required to stop and get one even if we are only going as far south as SC? The only difference with the Sonora Free zone (or whatever it is called now ) is that we don't need a vehicle permit- unless we are travelling farther south than Empalme or farther east of Hiway 15, we still need a visa to travel to SC from Nogales?

My understanding is that it's always been necessary to have a visa if staying for more than 72 hours or going beyond the zona fronteriza. And the only change is that the no-cost 7-day visa has been eliminated.
The car permit is a separate issue. If staying within the area you describe, none is necessary.

No change-visas are available but car permits must be obtained in Cananea if you plan to travel south or east outside the free zone. See the map on the travel info page on the main web site. If you stay in the free zone, no car permit is required.
